According to physics, matte black IS better at heat dissipation (by radiation), than gloss black.... but better by only by 5% or less.
Unless one can get new hi tech NASA type paint, black rattle can paints have emissivity (e), of about 0.9, compared to metallic gold or silver of about 0.3 - 0.4. Flat black e is about 0.94 - 0.96. Hi tech black can get e very close to a perfect 1.0.
I used Rustoleum VHT matte black, then brushed gloss black on the fin edges, and cylinder base (insignificant heat transfer regions).
