Hole in Combat oil gallery-? mod vs casting flaw

Found this when taking apart a combat Timing cover has a hole in the gallery from pump to crank feed , About .125" on surface, narrows to about .030", enters oil passage. Is it original, a modification to lube timing chain, or a casting flaw?

Don't know if it's someones misguided mod or a casting flaw but it needs to be fixed.

Or JBweld and a setscrew.

But, it looks wafer thin at the edges. maybe an illusion.

Well it shouldn't be too thin, but then it shouldn't have a hole either....
