Got my "final" threat email and text from DHL - pay in 48 hours or will send it back. Of course I sent the dispute within minutes of receiving the first notice and they give themselves three business days to respond. For some reason, the initial notice always comes on Friday afternoon.Here we go again with DHL.
I have an AN order on the way. According to https://hts.usitc.gov/ there are still no duties on 8714.10.0050 even though Donald Trump says there are. The order is under $800 so there should be no duty due to de minimis and there hasn't been on under $800 orders earlier this year. I've been using UPS or Royal Mail but this time Royal Mail wasn't available and UPS was much more than DHL.
The parts are $732.70 and the shipping is $57.74 for a total of $790.44
DHL wants $72.81 in "duties". They charge a handling fee of $17.00 so they are saying the duties are $55.81.
55.81/732.70 = 7.6% or 55.81/790.44= 7.1% How does that match anything?
Since almost all the parts are to fill orders already priced and since I make almost nothing on parts, if I have to pay this, I will lose money on each sale

I would not require them to in any way, but they were aware and still did not make any reference to it on their website or when you are checking out. So, their awareness for three weeks prior is my issue and then to receive no response after addressing it is poor customer service. I know I will have to address it with the courier ultimately, but I would've avoided the purchase altogether if I was aware of these fees prior.You cannot expect the folks at AN to be in constant awareness of all the fluctuations in US tariff policies. You as the importer need to be aware of the current rules and fees. You need to take this up with your courier UPS to see if they have correctly declared the items in your shipment.

I also signed up for the source newsletter but did not receive the month of September newsletter. During my order there was no mention or information regarding shipping changes nor anything specific to US customers but again out of their hands and I'll have to fend for myself with the courier.
My question is how UPS charge could be over 50% in these fees above the value of the items purchased. That just blows my mind.
The one thing that Andover did NOT do was give a complete list of distributors. Steve from Andover reached out and told me that once they received my order back, they would be processing the refund. UPS had my package listed in their hub close to my home for weeks but ultimately without my awareness it made its way back to the UK. I had to call them, and they were able to find it in their system as returned a week earlier but it wasn't updated for me to see at the time of the call. Steve sent me an e-mail once he saw it in his system and processed the return/refund. I will say that this was a pleasant experience in that they may have charged a minimal restocking fee or some fee of sorts, but it was comparable to $7 US.
I appreciate AN though communication was foggy at times I can't talk trash because they came through. I'll continue to keep my eyes on the Diminimus issue in the US to see when things get back to some "normalcy". I also received the September Source newsletter from AN about what they are trying to do to counteract these tariff, trade, customs issues to products coming to the US. They provided some distributors in the US that weren't half bad and that I was able to place an order from for some the items I am still missing.

They indeed do have the new system up - I got the same email.I just received an email from Andover stating that delivery to the USA via Royal Mailbox is again available. There will be value and weight limits and all fees will be collected by Andover before shipping.

Kazakhstan duties to the US are for a limited list of items - depends on what you bought. If you owe duties to the US, expect a bill from FedEx.FWIW,
I just had a $300.00, less than 10 pounds purchase come from Kazakhstan by FedEX.
It took about a week and shipping was free. You guys tell me what's going on, 'cause I don't have a clue.
